Smoking Rates Among Youth Now At “Unimaginable” Levels

Smoking rates are now dropping MUCH faster than anticipated.

That is against the master tobacco control “endgame“.


The propaganda of e-cigarettes being “gateways” and creating “new addicts” are unfounded. The ever-popular phrase “think of the children™” squealed by experts is another contrived and unsuccessful effort to keep themselves relevant.

Smoking rates have now plummeted “among youth” AND adults.

Matt Myers, of Campaign for Tobacco-Free Kids is in shock. The decline of tobacco use and e-cigarette use is so dramatic, the claims of a gateway or addicting new smokers is now plenty of reason for the whole world to pause for a moment – or two.

Statistic have been manipulated,  creating mythical gateways, pretending there is such a thing as nicotine addiction.

What were you thinking when you co-sponsored this letter?

You still haven’t answered this question, either:

WHY aren’t you working on reducing or eliminating the non-compliance level – evidently acceptable – TWENTY percent of sales of tobacco to minors by retailers?

Where is that press release? Where are signatures from all your groups?

Why can two out of ten children still possibly purchase tobacco?

The Heat Is On

“Approved” products do not work.

With snus largely ignored, the advent and success of e-cigarettes, heat not burn products coming into the market, the public is generally unaware of you deceiving them and withholding information about MUCH less harmful products.


Since its inception and invention, the Campaign for Tobacco-Free Kids and President Matt Myers has done anything and everything to keep people smoking.


Less smoking and e-cigarette use is still concerning you, Mr. Myers?

If e-cigarettes and flavors are a gateway to smoking, where are all the new smokers?

This graph from the Centers for Disease Control – even with my amateur assessment – is the general experimentation of smoking with kids, which will happen with, or preferably without you. Don’t flatter yourself.

You didn’t cause that rate to drop. E-cigarette availability and preferability did.

What the hell is wrong with you?

YOU want e-cigarettes regulated, which will, in turn, create more smokers.

Yes, Mr. Myers. Unimaginable to believe after more than thirty years of manipulation, you’ve got your work cut out for you. You need to figure out how to remain suitable to shareholders to continue the business of being a front group.

In order to retain your status, your “non-profit” business model must have new smokers whether they’re kids or adults.

You can pretend your “efforts” brought these numbers down all you like, posturing as a hero and gloating…but you, and tobacco control’s agenda-driven irrelevance is drivel dripping down your chin.

Why Can Children Still Purchase Tobacco? Ask “Tobacco-Free Kids”

There is an illusion that the front group, the Campaign for Tobacco-Free Kids, is in the business of reducing and preventing children from smoking. As CEO and President, Matt Myers has done more to keep tobacco use in the United States than any tobacco executive could hope for.

In fact, as a tobacco executive’s wet dream, Myers promotes smoking to adults and eludes to protecting children. What a guy.

Adults have choice. Meanwhile, children have opportunity.

Tobacco Free Kids was invented in 1995 and funded by the Robert Wood Johnson Foundation (Johnson & Johnson, makers of smoking “cessation” products).

Matt Myers has negotiated with Philip Morris to determine terms of the Master Settlement Agreement, and”helped” create legislation with his friends once again in 1994 to create legislation for the Food and Drug Administration to regulate tobacco.

You know, to keep it around.


Below is a quote from SenatorJudd Gregg, chairman and ranking member of the Senate Budget Committee at the time:
[S]ignificant, I think, is the fact that … we are claiming that we are actually harming the tobacco companies. This argument is being
made in the market-place of ideas around here that this tobacco
bill is somehow, in some way, an attack on big tobacco, when with
the immunity language in it, it is just the opposite – it is a protective
blanket. It is an iron curtain of protection for big tobacco…..
[W]e made a deal with the devil – or somebody made a deal with
the devil…. I just wanted to highlight that at this point because I
think the debate has gotten a little topsy-turvy. 
It is a little topsy-turvy when a bill is giving, for the first time in
the history of our Nation, and in the jurisprudence history of our
Nation, product liability protection of immense value to an industry
that has produced a product that is inherently deadly and is addictive and is targeted on kids – the first time we are going to do
that, and that bill is, for some reason, perceived as being anti- tobacco.
It is not anti-tobacco. It is actually very pro-tobacco.

Forfeiting Federalism: The Faustian Pact with Big Tobacco


Enacted by Congress

in 1992, the Synar Amendment was enacted and

“requires states (that is, all states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and six Pacific jurisdictions) to enact and enforce laws prohibiting the sale or distribution of tobacco products to individuals under the age of 18. States must comply with the Synar Amendment in order to receive their full Substance Abuse Prevention and Treatment Block Grant (SABG) awards.

It also has an ambiguous “ambitious” goal of 80% success when retailers sell to minors.

2 of ten children could purchase tobacco in their “compliance checks” and STILL be IN compliance? WHY is this so lenient, still acceptable and still in “practice”?

Negotiate interim targets and a date to achieve a noncompliance rate of no more than 20% (SAMHSA requires that each state reduce its retailer violation rate to 20% or less by FY 2003)

“Failure to promptly and adequately correct all violations and ensure compliance with all applicable laws and regulations may lead to enforcement actions, including Civil Money Penalties or No-Tobacco-Sale Orders.”

So what if you’re a retailer?

Obviously there are penalties and fines, right? The WeCard program and individual retailers are responsible to check the identification at the point of sale, just like alcohol.

According to Transform Tobacco, “FDA inspections of retail establishments have shown a 95% retailer compliance rate when it comes to checking identification prior to sale”.

Transform Tobacco is a project of RAI Services Company on behalf of the tobacco company, Reynolds American.

Obviously, they do more to reduce underage tobacco sales at the point of sale than the law requires.

What if a retailer breaks the law? Of course there are tough and stringent consequenses to selling tobacco – right?

“Under the law, the FDA may pursue a No-Tobacco-Sale Order (NTSO) against retailers that have a total of five or more repeated violations of certain restrictions within 36 months.”

They won’t. They can’t. It isn’t in their – or their founders – best fiscal interests.

After more than 30 years of “fighting” tobacco, (they) can’t “figure out” how to keep tobacco out of children’s hands?

Why aren’t they paying attention and CHANGING existing idiotic loopholes instead of patting themselves on the back for not doing a damn thing?

Someone get a letter together to “convince” these assholes to change this friggin’ Synar law.


Imagine if you didn’t do your job for 30 + years…

Ask yourself – why they are still “in business”?

Tobacco 21: Synar Amendment and Nanny-State Funding

If you haven’t noticed

Tobacco control, the public health sector, along with politicians are hell-bent on raising the age from 18 to purchase tobacco to 21 (T21) primarily within cities or counties, not states. They must have hurt themselves to come up with a creative name, though. “Tobacco 21”.

A seemingly enormous amount of energy (and likely tax dollars) are being put into this “effort”.

Those “kids” at 18-20 couldn’t possibly walk, get a ride or drive to the next city or county line now could they? As an example, in Cleveland, Ohio – while the state law is 18 – they’ve passed an ordinance to make it 21.

It is destined to fail.




Read this very carefully…….. and read the astute Agent’s question…

Hawaii

is the only state that has their age restriction to purchase tobacco, and “treat e-cigarettes the same as regular cigarettes” set at 21.

The other 49 states are at 18.

Purchasing and smoking are again two different things.

A few states have restrictions the age to smoke and/or possession at 18, and a few are also at 19. Most do not have a “possession / smoking age”. Hawaii “treat e-cigarettes the same as regular cigarettes”

Riding the boot

This seemingly sudden traction in support for raising the age of smoking does not surprise me. The public takes any THINK of the CHILDREN ™ statement seriously until snot runs down their chin. (The adult’s chin, not the kids).

Not to poke the bear, but – oh screw it – I’ll poke the bear.

At first glance, I see trouble smoke on the horizon.

Tobacco “free” kids. They are saying, without publicly admitting it, that they can’t and HAVEN’T been doing “their jobs” in tobacco control.

You won’t hear them talk about their blatant, blinding inadequacies.

With that, they “should” raise the minimum age to purchase to 21.

But wait, can Tobacco-Free Kids do that?

What about their deal with tobacco? Let’s chat about job security.

Tobacco-Free Kids  actively prevented the FDA from raising the age of cigarette sales nationally to anything above 18!”

Posturing? Absolutely. Looks GREAT in writing? Well -not if you read between the tweets, so to speak. In the scheme of thinks, they’re admitting their organizational failures, lackluster “efforts” and it’s beyond obvious they don’t “help” reduce the smoking rates of teens – or adults, for that matter.

Most people start smoking much earlier, by their own admissionwell before the age of 18 despite laws and ordinances to prevent it.

Will requiring the age to purchase tobacco at 21 make any difference in children under 18 finding ways to get tobacco?

I’d like to think so, but I think not.


The Synar Amendment

While snooping around for the reason to “suddenly” restrict consenting 18 to 20 year old adults from purchasing tobacco at their leisure, I have found with the effort, there is funding and reward.

Here’s a look at the Synar Amendment.

There is also funding to be lost.

States must comply with the Synar Amendment in order to receive their full Substance Abuse Prevention and Treatment Block Grant (SABG) awards.

Imagine my surprise.

In my (highly acclaimed by me) opinion, as the age of purchase was 18, they are having a difficult time keeping their percentage at acceptable levels, and now want to raise it to 21 to recreate the problem.

Think I can’t read MINDS?

As stated in its annual report on “key strategic metrics,” the Department of Environmental Health is hoping to increase “the percent of retail tobacco visits with sales to minors.”

The noncompliance rate of its sting operations rose from 8.3 percent in 2014 to 16 percent in 2015. In fact, the department hopes to snag even more vendors, projecting a 23 percent noncompliance rate by the end of 2017.

Denver Is Hiring Teen Cigarette Narcs

As my curiosity and attention span equals or exceeds a cat, I briskly asked my favorite tobacco control “expert” of her insight – and I spelled Synar incorrectly in the tweet, forgive me. Tweetin’ ain’t always easy. 🙂

Acceptable levels being – they want them UP so close to 20% that they’re needed, but not enough to lose funding. They’re having a difficult time with that. Smoking rates are dropping MUCH faster than anticipated or desired. See, this plan isn’t working for them.


So…

HOW the *%&^ can TWENTY percent of underage sales BE an ACCEPTABLE level?

I’ll repeat that. The acceptable level of SALES of TOBACCO to minors is set at 20% – and funding will STILL commence. Two out of ten CHILDREN can possibly purchase cigarettes according to this and be acceptable.

(Don’t get me wrong, the WeCard program, in my opinion, is an awesome program from what I see.)

Vape shops were self-regulating and doing this LONG before NICOTINE was deemed tobacco.

The inspection program, named for late U.S. Rep. Mike Synar of Oklahoma, is a federal mandate requiring each state to document that the rate of tobacco sales to minors is no more than 20 percent at the risk losing millions in federal funds for alcohol and other drug abuse prevention and treatment services.

Here, in 2012, (bold is my emphasis)

demonstrates that the average nationwide retail store infringement rate of tobacco sales is down to 8.5%.

That’s good, right?

Well – wait a minute, the train is chugging but pulling into the station.

According to the “agreement” they can:

“Nicotine” is now a “tobacco product”. “Use among teens”… so…with e-cigarettes…

If they raise the minimum to 21, they create a whole new class and “infringement rate” – and in the process, create more funding to do what “they’ve” already allegedly done. Job security.

If smokers under 21 want to try e-cigarettes, oh, too bad.

Via Brad Rodu:

Beginning in 1997, Washington required states to report underage sales via the Synar Program (here).  The latest Synar data shows that 9.6% of retailers were noncompliant in 2013.  The FDA also conducts compliance checks of tobacco retailers.  In 2016, the FDA reported a noncompliance rate of 11% (here).  The FDA should focus on this far more dangerous illegal cigarette sales issue, rather than obsessing over e-cigarettes.

Final mixed thoughts:

Obviously, no one’s complained or thrown their arms up about the Synar Amendment  –  they must be just fine with the status quo – as if their funding depended on it.

To have each organization claiming they want to “reduce” tobacco with this disturbing insanity of ANY type of loophole is beyond words.

I don’t want “children” to start smoking as young as I did, and I was purchasing them at 9 without a second look. Within these restrictions, they not only restrict tobacco purchases, they are also lumping in and restricting the choice of e-cigarettes as an alternative.

What I DON’T like is restricting of age consenting ADULTS from choice.

I’m not positive of “where” the Tobacco 21 movement is “going”, but with funding comes diversion and manipulation I can still, at times barely comprehend, so cut me some slack for not having a full grasp on it and its leaders “direction” at the moment. It will come to me eventually.

Reducing smoking, a challenging campaign for Tobacco Free Kids

The Campaign for Tobacco-Free Kids (CFTK) has shown a rare glimpse into the desperate reach it wants to have with one of the finest examples of illiteracy in tobacco harm reduction. 

CTFK and the European Network for Smoking and Tobacco Prevention (ENSP) have joined together asserting themselves with this letter to Dr Christopher Russell presumably not meant for public consumption.

There was no concern for harm reduction in any form in the letter and was not an attainable goal or option. No mention of “how do we come and learn as well” or “sounds like there may be some valuable information extracted from this conference.” With typical Matt Myers “tobacco control” style, only intimidation, control, and manipulation were a concern.

Disapproval is of the highest order from these organizations to Dr. Russell for planning to attend the Global Tobacco & Nicotine Forum (GTNF).


Concern for Dr. Russell and his impeccable professional credibility seemed to be the focus in their letter. In my mind, they’ve been the recipient of this paragraph at some point.

It needs to be read back to THEM in court:

Of course, it’s okay for CTFK’s Matt Myers to talk with Big Tobacco companies. He secretly negotiated the Family Smoking Prevention and Tobacco Control Act with attorneys from Philip Morris (now Altria). For all his tobacco-free huffing and puffing, Myers’ backroom negotiations managed to result in a law that guaranteed the tobacco industry’s long-term health and profitability. They still insist nicotine is addictive. Dangerous, even. “They” claim more dangerous than heroin. That’s pretty drastic. Kind of scares me. Fine, dear reader, it doesn’t scare me. It scares the government enough, though, eh?

I’d like to sit down with “they” for a few hours, have some coffee. Discuss a few finer points of life in general, chat a bit, and tell them now they’re trying to convince everyone it’s the nicotine.

No one would want the public confused, would they?

Of the “thousands” of chemicals, nicotine is the addictive ingredient?

There is no data or science worth reading showing nicotine addiction without tobacco and MAOI’s.


It isn’t like it hasn’t been tried before in 1989:

The ultra-low-nicotine cigarette is the latest entry in an increasingly feverish race among tobacco manufacturers to stop a decline of 2 percent a year in cigarette consumption in the United States.

Briefly – they mention towards the end of their “official” story:

(This is where they perpetuate their lie) –>Nicotine is responsible for the addictiveness of tobacco, but it is not the ingredient that causes cancer and heart and pulmonary diseases.

Smoking still causes nearly half a million deaths each year in our country. Research now suggests that reducing the nicotine in cigarettes to a fraction of its current levels may be one way to lessen the health-destructive power of these products.


Now, with all that, the media – because they do love a good story, I predict that this:

“It is our hope, that because that this is such an intrinsic health concern that we will be able to get this approved in a swift and fast process,” Gellman said.

The company will be working toward FDA approval by the end of 2016……   Huh.
