There’s no “first-hand” control over the data/science/research and “they” don’t like it. They have to replicate it rather than fluffing it up to “their” standard. They’ve lost control and narrative of any & all findings for the first time on a very large scale.
Is it difficult for professional researchers to decipher independent research – from other colleagues – because of where it's from? It cannot be regarded?
It should automatically be dismissed?

“seeks to snap teens out of their ‘cost-free’ mentality”
- Believes? Epidemic? Conjecture:
“believes that youth use of e-cigarettes is reaching epidemic proportions.”
- Yeah, these will be collector items and traded for e-cigarettes:
“Posters also will be placed in at least 10,000 high school bathrooms”

He’s talking about this “convincingly”… as if he’s selling something. Cigarettes, maybe?
Proof by assertion:
“We’re in possession of data that shows a disturbingly sharp rise in the number of teens using e-cigarettes”
Conjecture:
“use of e-cigarettes has reached an epidemic level of growth”
Threatening adults:
“we’re going to encumber adult smokers by putting in place restrictions that make these products less attractive, or harder to purchase by adults.”
